Los Angeles police claim they are unable to take action against a streamer verbally harassing women on the street since his “disgusting speech” is protected by the Constitution.
A man streaming himself on Instagram has come under fire for verbally harassing multiple women around LA. The individual, who in their Instagram biography claims to be a “dark comedian,” has even shared snippets in which he’s sexually provoking a number of women.
Appearing at Hermosa Beach on April 2, 2025, a bystander witnessed the actions of this man and reported them to local authorities. Hermosa Beach Police Chief Paul LeBaron claimed there was nothing they could do to stop him.
Under the First Amendment in the United States Constitution, authorities claim his admittedly “vulgar and disgusting speech is protected.”

The bystander, as reported by KTLA, claimed the individual was trying to get a reaction out of anyone he could on the day of these antics. Dexerto can confirm this is far from a one-off, with 268 posts on his Instagram account often showing various hijinks and even past encounters with police.
In one video shared to his 37,000 followers, a bystander fed up with the man’s provocation walked after them, only for the man to run off screaming “assault” despite no physical contact.
“The videos that this person was livestreaming included offensive and frankly disgusting content,” Hermosa Beach Police Chief Paul LeBaron said in light of the man’s most recent streams.
“Many people have asked us why don’t we just arrest him for harassment. Well, the short answer is that most speech, and even the vulgar and disgusting speech that this guy was using, is protected by our Constitution.”
“You’ve gotta understand your laws and be intellectual,” the man can be heard saying in one particular video seen by Dexerto.
Police reportedly made contact with the individual and referred him for a mental health evaluation.
